Glad you finally got it.
And I don’t think going to Apps > Kodi > Permissions is ever going to tell you anything different regarding the file access. Mine says the same thing. What matters is Settings > Apps > Special App Access and making sure Kodi is checked on in there. Or maybe it doesn’t matter if you were able to do a backup and restore without it
