False title, dev options are available

Just bought the firestick 4k MAX and it SUCKS!! You CAN NOT JAILBREAK it. Once you go to my fire TV, the developers option has been removed. I watched the tutorial troypoint and it states, works with ALL firestick including 4k max. I beg to disagree. Any help?
