Youtube TV & geolocation flipflops

Several of my neighbors and myself all have Century Link and YouTubeTV as our internet/TV providers (our homes are contiguous to each other). YouTube uses the geolocation for your assigned IP address (past 24 months has been Orlando) to determine which local stations to stream.

One of my neighbors geolocation changed to Jacksonville FL for 8 days and then back to Orlando FL, a week later changed to Tampa FL, then 6 days later back to Orlando FL, at this point in time Century Link has been clueless or why the geolocation flip flops . Is this a Century Link issue or a YoutubeTV issue?

We all use 4k Firesticks, they are all configured the same.
