What stick do you have. It should be in Settings>My Fire TV>Developer options>Install unknown apps>click on “downloader” to turn downloading on
Now if you don’t see “developer options” then click “About” and on the next page vlick on the name of your device seven times to enable developer mode. Then do the rest like I said above.
A couple of thoughts come to mind. Try it with your VPN on and a U.S. Server like New York or Chicago. If that doesn’t work then make sure you have Downloader Browser Plugin installed and try typing in troypoint.com/tpapp again. Leave the http or https off and see what you get.

thank you for your help really appreciate it I’ve now found the problem when I put the URL in the home page of downloader it won’t work but when I put the URL in the browser section of downloader it works
That’s why I mentioned adding the Downloader browser plugin. That eliminates the issue.
