Can’t seem to get Premium Key invoice paid for on my Syncler App. Have had Syncler for several years but can’t get Premium Key invoice paid for so I can resume use of Syncler. Willing to use PayPal but can’t figure out how to do it. What has changed and how do I fix it?

I am in the US. I get the following message when I try to make payment: “The services and products described on wmtransfer.com and webmoney.ru and offered by WM Transfer Ltd. are not being offered within this country and not being offered to residents or citizens of this country.” Where do I go from here?
