Although they rely on wifi, there have been apps around for way more than a decade that allow both incoming and outgoing phone calls using a number they give you and keeping you anonymous. I used this last while in FL 1 1/2 years ago when I needed to reach a few companies regarding a flight delay and car rental. They were able to call back. I’ve also used them to call companies in the USA as I don’t have any coverage outside of Canada. As long as you use the number, you get to keep it or else, they will assign you another one.
