In Fire stick Kodi, was able to install the program addon however, during it’s initialization, I receive an error that notification could not be made.

Sorry to hear that you are having issues with your FireStick.
If you do a search (using the magnifying glass, in the upper right hand corner. You will find that there fairly significant threads regarding big issues with all of the Amazon Fire devices. In short, Amazon has made changes to what a user can use there fire stuff for.
Just a suggestion, in the meantime, you might try another addon. Troy has quite few tutorials on setting up most of the popular addons which can be found by going to the “Troypoint site” listing on the left column.
