not sure how a vpn provider can block access since the transmission is encrypted. So will they face prison because they cant tell? Scare tactics by Itally most likely passed by people who have no idea what a vpn is.

There comes a point where the cost of all this, paid by anyone else other than the media companies who generate huge profits, becomes a burden on any society.
Somebody will sit down and look at the cost of having to shore up an industry that thinks it needs protecting from so called pirates, then back charge that industry for time and labour costs.
Not a problem here in Canada. Since the Olympics, Canadian ISPs have been blocking IPTV streams. Easily resolved by running a VPN.
