As a current subscriber of IPVanish, I called them and mentioned the 2 year/$59.99 promotion that SurfShark is running. After a brief hold, the support tech offered me a promotion for $31.50/year. I extended my subscription for another two years.

Exactly, You can easily negotiate with them and they will say yes and extend the promotion as they know to refuse it will mean probably losing a customer. Same like Sirius. Their costs are the same no matter what so getting something is better than nothing although they are not up against stiff competition.
