2 different IPEETV won’t come on while ipvanish is on. Anyone know why?

Have you tried either iptv service (briefly) without ipvanish turned on to confirm it’s the ipvanish at fault? If so…try force stopping ipvanish…clear cache & reboot device & router…see what that does.
