If your other apps / IPTV services are working fine with the vpn, I don’t believe the router is the problem.
Apollo servers with surfshark vpn seems to be the problem as you say it works fine without vpn
You say you tried different settings / locations for surfshark - try Troy’s suggestions in the linked video - 11 minutes into the video
