ONN Setup - out of country

So I’m traveling from my home country where my Google account is set up in the USA. Now in Mexico, I just purchased and received on ONN to replace my Firesticks. The issue is I am unable to load my VPN (Surfshark) onto the device, as I cannot get past the setup screen. It appears that although I bought the device through Walmart Mexico, the device only works in the USA and PR. Does anyone have any suggestions how to do a workaround?
