Ohhh like the samsung phone to enable dev options. Thats very good to know, however very annoying.
Im going to mark this a soultion so others can read this, also i will update the firestick mega topic
Edit: i added and qouted the above user to the guide. If anyone els has this issue please try the above option before a reset. A reset may not be needed. I have no idea why Amazon would hide it like you would on a phone but im glad we could solve this.

Yes but what if you can see developer options but it does not allow you to see the individual Apps to authorize? It only give a “on off” option!
Turn developer options “on” and you should then be able to sideload the apps.
Thanks, I have done that. Perhaps it is just the new 4K Max that has the “install unknown apps” option on it.
If your talking about an older 4k firestick you only have to turn it on once not for individual apps.
