I just subscribed to Surfshark and was wondering if my roommate can use my account for her phone. Same WiFi connectivity but she has a different email address. Or does she have to pay and set up her own account?
If she can use my account how can I se it up on her phone
You install SS, open it up, do a manual login with your login name and password. That’s it. Just be sure you trust this person.

pretty sure the room mate can log in on their phone but only with your credentials.

Instead of giving her your credentials you could use the “login code” feature. Assuming you are already logged in to the app on your phone, go to Settings, My account, Enter login code.
When she installs the app on her device, there should be option to login with code. Whatever code comes up on her device, you will enter that code into your already logged in phone and it will grant her device access without you having to give her your credentials.
I use this feature for all my devices becuase its much easier than typing in all the account info each time.
