Yes at least on an asus router (which I use) you can. I currently have 10 vpn connections 5 opvn and 5 wireguard and I have mullvad, proton and surfshark all mixed in. I usually keep everything behind a vpn but on occasion like with a bank I might drop the vpn, which is a click or two. I keep my secutity cameras on a vpn as well.
If you go to the proton site the speed up tech is explained. My full rated speed by my ISP is 150 down and I consistently get 155 to 160 with my VPN on. The following is a screenshot I just took. My ISP I pay for 150 down.
Oh and that’s over WiFi or ethernet.

My Isp doesn’t throttle at all. Years ago they did, well mostly torrents and I left them for 9 years. Finally that nonsense stopped and I went back around three years ago because their deals were too sweet to pass up.
